New Patelco Secured Credit Card
I was approved and have funded a new secured credit card for $300.  My alpha bank question is should I just charge $30 to it and leave it be or do I need to charge items and pay it down to 30 before the monthly reporting?
You can use it and charge what you want.  Just make sure it is paid down to 9% or under before it reports then pay it in full before the due date to avoid interest.
